Understanding Navy Retirement Pay (High-3 System)

For most service members who entered the military after September 7, 1980, and before January 1, 2018, the primary retirement system is the "High-3" (or High-36) system. This system calculates your retired pay based on the average of your highest 36 months of basic pay, multiplied by a percentage determined by your years of creditable service.

Key Components of High-3 Retirement Pay:

  1. Years of Creditable Service: To qualify for retired pay, you generally need a minimum of 20 years of active duty service. Each year of service contributes to your retirement multiplier.
  2. High-3 Average Monthly Basic Pay: This is the average of your highest 36 months (3 years) of basic pay. It's important to note that "basic pay" refers to your base salary and does not include allowances like Basic Allowance for Housing (BAH) or Basic Allowance for Subsistence (BAS). Your highest 36 months of basic pay are typically your final three years of service, as pay generally increases with rank and time in service.
  3. Retirement Multiplier: Under the High-3 system, the multiplier is 2.5% for each year of creditable service.
    • For 20 years of service, the multiplier is 20 * 2.5% = 50%.
    • For 25 years of service, the multiplier is 25 * 2.5% = 62.5%.
