Understanding the Army High-3 Retirement System
The High-3 retirement system is one of the primary methods for calculating retirement pay for U.S. military members, including those serving in the Army. This system applies to service members who entered the military on or after September 8, 1980, and before January 1, 2018. For those who joined on or after January 1, 2018, the Blended Retirement System (BRS) is the default.
How the High-3 System Works

- Multiplier (2.5% per year): For every year of creditable service, the service member earns 2.5% of their high-3 average basic pay. So, 20 years of service would result in 50% (20 * 2.5%) of the high-3 average, 25 years would be 62.5%, and 30 years would be 75%.
Who is Eligible for High-3?
The High-3 system primarily applies to service members who entered the military between September 8, 1980, and December 31, 2017. Those who joined before September 8, 1980, fall under the "Final Pay" system, which uses the basic pay at the time of retirement. Those who joined on or after January 1, 2018, are typically under the Blended Retirement System (BRS), which combines a smaller defined benefit (High-2.5) with a Thrift Savings Plan (TSP) contribution.
Cost of Living Adjustments (COLA)
