The Federal Employees Retirement System (FERS) is a three-tiered retirement plan for federal civilian employees. It consists of three components: the FERS Basic Benefit Plan, Social Security, and the Thrift Savings Plan (TSP). This calculator focuses specifically on estimating your FERS Basic Benefit annuity.
Who is Covered by FERS?
Most federal employees hired after December 31, 1983, are covered by FERS. Employees hired before this date are generally covered by the Civil Service Retirement System (CSRS) or CSRS Offset.
How the FERS Basic Benefit is Calculated
Your FERS basic annuity is determined by a formula that considers three main factors:
- Your High-3 Average Salary: This is the highest average basic pay you earned during any 3 consecutive years of service. It typically occurs at the end of your career.
- Your Years and Months of Creditable Service: This includes all periods of federal civilian service for which FERS retirement deductions were withheld, as well as any military service for which a deposit was made.
- Your "Multiplier" Factor:
- 1.0% of your High-3 average salary for each year of service if you retire before age 62, or if you retire at age 62 or older with less than 20 years of service.
- 1.1% of your High-3 average salary for each year of service if you retire at age 62 or older with at least 20 years of service.
The basic formula is: High-3 Average Salary × Years of Creditable Service × Multiplier Factor
Minimum Retirement Age (MRA)
Your MRA is the earliest age you can retire with an immediate, unreduced annuity if you meet the service requirements. Your MRA depends on your year of birth:
- Born before 1948: MRA is 55
- Born in 1948: MRA is 55 years, 2 months
- Born in 1949: MRA is 55 years, 4 months
- Born in 1950: MRA is 55 years, 6 months
- Born in 1951: MRA is 55 years, 8 months
- Born in 1952: MRA is 55 years, 10 months
- Born in 1953-1964: MRA is 56
- Born in 1965: MRA is 56 years, 2 months
- Born in 1966: MRA is 56 years, 4 months
- Born in 1967: MRA is 56 years, 6 months
- Born in 1968: MRA is 56 years, 8 months
- Born in 1969: MRA is 56 years, 10 months
- Born in 1970 or later: MRA is 57
Types of FERS Retirement
The FERS system offers several retirement options, each with specific age and service requirements:
- Immediate Unreduced Retirement:
- Age 62 with 5 years of service
- Age 60 with 20 years of service
- MRA with 30 years of service
- Immediate Reduced Retirement (MRA+10):
- MRA with at least 10 years but less than 30 years of service.
- Your annuity will be permanently reduced by 5% for each year (or fraction thereof) you are under age 62.
- Deferred Retirement: If you leave federal service before meeting the age and service requirements for an immediate annuity, you may be eligible for a deferred annuity at a later date. This calculator does not estimate deferred annuities.
- Special Category Employees: Certain occupations (e.g., law enforcement officers, firefighters, air traffic controllers) have different, often earlier, retirement eligibility rules. This calculator uses general FERS rules.
Important Considerations
- Cost of Living Adjustments (COLAs): FERS COLAs generally begin at age 62.
- Survivor Benefits: You may elect to provide a survivor annuity for your spouse, which will reduce your own annuity.
- Sick Leave: Unused sick leave can be converted to additional creditable service at retirement, potentially increasing your annuity.
- Military Service: Creditable military service may be included if a deposit is made to FERS.
- Taxes: Your FERS annuity is subject to federal income tax and may be subject to state income tax.
