What is VA Entitlement?
VA Entitlement is the amount the Department of Veterans Affairs (VA) guarantees to a lender if a veteran defaults on their VA home loan. It's important to understand that entitlement is not a cash amount given to the veteran, nor is it the total loan amount. Instead, it's the portion of the loan that the VA promises to cover.
How Does Entitlement Work?
For most VA loans, the VA guarantees 25% of the loan amount. This guarantee allows lenders to provide loans up to the conforming loan limits (often referred to as the county loan limit) without requiring a down payment, provided the veteran has sufficient entitlement.
First-Tier vs. Second-Tier Entitlement
- First-Tier Entitlement: This is the basic entitlement available to all eligible veterans. It's typically $36,000. For loans up to $144,000, the VA guarantees 25% of the loan amount, meaning the full $36,000 entitlement is used for a $144,000 loan.
- Second-Tier Entitlement (Bonus Entitlement): For loans exceeding $144,000, the VA provides additional entitlement, often called "bonus entitlement" or "second-tier entitlement." This allows veterans to purchase higher-value homes with no down payment. The maximum second-tier entitlement is generally 25% of the county loan limit (the Freddie Mac/Fannie Mae conforming loan limit for that area) minus any first-tier entitlement already used.
The Role of County Loan Limits
The maximum amount a veteran can borrow without a down payment is directly tied to the conforming loan limits set by the Federal Housing Finance Agency (FHFA) for each county. These limits vary significantly based on the cost of living in a particular area and are updated annually. For most of the U.S. in 2024, the baseline conforming loan limit is $766,550, but it can be much higher in high-cost areas.
How Prior VA Loan Usage Affects Entitlement
If you've used a VA loan before and haven't fully paid it off or had your entitlement restored, a portion of your entitlement may be tied up. This is where "remaining entitlement" comes into play. The calculator above helps you determine your remaining entitlement by subtracting any previously used entitlement from the maximum entitlement available for your current county's loan limit.
For example, if the county loan limit is $766,550, the maximum entitlement for that county is 25% of that, or $191,637.50. If you previously used $36,000 of entitlement on an older loan that is still active, your remaining entitlement would be $191,637.50 – $36,000 = $155,637.50. This remaining entitlement would then allow you to purchase a new home up to $622,550 ($155,637.50 x 4) without a down payment.
Restoring Entitlement
You can restore your full VA entitlement under certain conditions, such as selling your home and paying off the VA loan in full, or if another eligible veteran assumes your loan and substitutes their entitlement. This allows you to use your VA loan benefit again for a new home purchase.
